Spain continues to strengthen its strategy for orderly and safe migration with the signing of a new circular migration agreement with Egypt. The agreement, formalized by Spain’s Minister of Inclusion, Social Security, and Migration, Elma Saiz, and Egypt’s Minister of Foreign Affairs, Immigration, and Affairs of Egyptians Abroad, Badr Ahmed Mohamed Abdelatty, aims to promote temporary labor mobility between both countries under a secure and regulated framework.

What is Circular Migration and How Does It Work?

Circular migration is a model that allows foreign workers to temporarily relocate to another country to meet specific labor market demands, ensuring their return to their country of origin upon completing the contract. This approach supports legal and structured migration that benefits both the host and the origin countries.

Under the Spain-Egypt agreement, Egyptian candidates will be selected to participate in key sectors of the Spanish labor market. The agreement will initially be valid for one year, with the possibility of a one-year extension.

Key Sectors Benefiting from Circular Migration in Spain

Spain’s circular migration programs are designed to address labor shortages in specific industries. The sectors that benefit the most from these programs include:

  • Hospitality
  • Construction
  • Commerce
  • Food Industry

In 2024, over 20,500 foreign workers arrived in Spain through these programs, with the agricultural sector being the primary beneficiary.

Spain has signed similar agreements with several countries to expand its circular migration strategy. Current agreements exist with Colombia, Ecuador, Honduras, the Dominican Republic, Morocco, Mauritania, Ukraine, Gambia, Guinea, Guinea-Bissau, Cape Verde, Senegal, Mali, Niger, Mexico, El Salvador, Paraguay, Argentina, and the Philippines. With the addition of Egypt, Spain broadens its network of international cooperation and labor mobility opportunities.
